How to start up a NAHRA chapter?

I want to start up a North American Handicapped Riding Association chapter and dont know where to begin. Are there grants for an arena, supplies, equipment, and so on? Anyone here have their own chapter and can give me pointers?

NAHRA is for hunting retrievers. NARHA is for handicapped riding. Visit their website at http://www.narha.org/ for info on coordinating local events.
