Look in the yellow pages under shoe repair. Cobblers do exist, though they are getting more rare.
Only bother if the shoes are classically constructed. Modern sneakers, for instance, can't be repaired by humans.

There are very few shoe repairers these days. We have become such a throw away society, that jobs like that have become obsolete. Depending on if it needs sewn and where you could try an upholstery shop. I do that and I have sewn lots of straps on sandals.
