That will depend on the system you have bought. Incidentally, are you a parent asking this, or the kid trying to by-pass something!

If a system came with a Security Centre, such as Norton (Urrgh!) or something decent like Mcafee:

There are things you can buy, but ultimately, *YOU* need to be the parental control. Don't let your children go on-line whithout being there and monitoring them.

That is something that you need to set up yourself. Also, if you monitor the key strokes then you can see every where they go and everything that is said.
