it is a 4 stroke engine, I have changed the spark plug, oit, cleaned air filter, sometimes it seems to get most of it's power back then it just goes back to running sluggish again. I bought it used and just trying not to have to take it to a shop for repairs, it almost seems like carburator problems and not getting enough gas, but I am not sure, wondering if anything I can do my self to fix

I had this problem once on my Yamaha Zuma. A wasp had built a nest inside the muffler. If the engine can't get rid of the exhaust, it can't run, because the cylinder keeps filling up with exhaust gases.

Try a new spark plug and new gasoline. Check the oil also
