I have a Viva 50cc scooter/moped, it has lost 1/3 to 1/2 of the power, it is a 2005, any solutions??

it is a 4 stroke engine, I have changed the spark plug, oit, cleaned air filter, sometimes it seems to get most of it's power back then it just goes back to running sluggish again. I bought it used and just trying not to have to take it to a shop for repairs, it almost seems like carburator problems and not getting enough gas, but I am not sure, wondering if anything I can do my self to fix
