Join a Modeling agency. I was in one when I was 10.

This agency has been around for many years. I don't know they work with kids your age.
You have to take a parent with you, because you are a minor.
Call and ask.

Tell your parents that you NEVER pay to become a model, they pay you. If anyone asks you for money, LEAVE immediately.
If they don't work with children, ask if they can give you the name and phone number of an agency for your age.
