Of course! Women always use their package to their advantage, unless they're decent or reserved, which is rare nowadays in our society. The heals give them height, and something about stilettos giving them a sexier figure (mostly legs). Thus, as you can see, the heels give their legs a thinner figure, which must be flaunted by a skirt. There's no quicker way to a promotion, considering most higher positions in the industry are filled by men.
Edit: Some people are claiming that it's "FORMAL BUSINESS ATTIRE". I don't know if you've noticed but skin tight pants are now casual wear for teenage girls, and it's about to get passed onto the older generation. Why do the girls wear such exposing clothing? It's to attract the opposite sex, to make them look "sexy". If secretaries could wear skin tight pants without being pointed out as slutty, then they would all do it. The fact of the matter is, you use what's available to you to your advantage.

Skirts were considered traditional business dress for women, and still are considered more formal than pants in most office environments, particular with older generations. High heels - same story. An administrative assistant is expected to dress as formally as the most formally dressed person that will come to her desk (such as customers and business executives).
Professional dress also requires dressing stylishly, and high heel shoes are the fashion for women wearing suits because they make one's legs and 'backside' more attractive. So a well-dressed secretary would wear high heels because it is the fashionable and only real acceptable pairing for a skirt or dress pants. The skirt vs. pants is typically the preference of the individual, as pant suits are suitable for most secretaries.
On a personal note, I work in a professional office and wear both skirt- and pant- suits. I find that the business skirts are actually quite comfortable - I think more comfortable than my pant suits!

My bf is the same way and insists I wear super high heels all the time but not skirts cause he likes me in jeans and yoga pants as well as short skirts. I do it most of the time but I sometimes just tell him no and he has to respect that. There has to be an element of mutual respect and compromise. Wearing heels all the time is not good for your feet and he needs to let you wear flats occasionally like my bf does with me. Just tell him that's the way it has to be. Make an agreement with him that several days a week you're going to wear your tennies and jeans or yoga pants or whatever. My bf didn't like it a first but we love each other and now he's more understanding.

Skirts and heels are formal office attire, and have been for a long, long time. It is especially required in offices where the men have to wear expensive suit coats and ties.

They wear both skirts and pants and heels and flats. They are adults and can wear whatever they want to work. It has NOTHING to do with their boss.
