run hot water over the bottom one. this will heat up the air inside it, causing it to expand slightly.

Plastic does not expand or contract with heat like glass does.

An old shop trick is to use compressed air. Just shoot between the glasses and the top one will pop out.

Even better put cold water inside the inner one and run hot water around the outer one.
