Good question. I'm not sure where you live, but most of the places that are 24-hrs around where we live are still closed on Christmas (it's the only day of the year). So maybe they keep their locks for that one day? :)
And EmmaBell makes a good point, too. I know that Walmart has some special code for when there is a suspected child abduction, so they need to be able to lock their doors during one of those as well.

The door manufacturers don't give a crap what the operating hours of a store are. It is cheaper for them to pump out a bunch of the same door, like the ones with locks on them, rather than make special doors for the 24 hour stores.

In case of an emergency. Some day they might just need to lock the doors to keep someone from getting in or possibly out. thats why.
