It is basically just a wrench. You can buy one at your local hardware store for about ten bucks. Comes in real handy if a pipe breaks. Turn the valve parallel to the pipe for on, perpendicular to the pipe for off. 1/4 turn.

Water supply shut off wrench.
It may not require that. Some places you can reach in with a screwdriver and close it. Not a bad idea to know how, especially in an earthquake area.

Any hardware store in America can sell you a "t-valve wrench", or "water meter key", "water meter wrench" or whatever. They'll know what your talking about.
