Fredo was older than Michael, and according to patriarchal rules and lines of succession, by right should have been next in line after Sonny was killed. But Fredo was bypassed in the sequence and resented Michael's being elevated above him, the older brother.
Fredo failed to see his own shortcomings (which his father apparently did, and why he made Michael godfather instead) and resented Michael for it - therefore giving rise to the betrayal.

Because Michael was everything Fredo could never be. Fredo wanted to be #1 for once in his life.

Fredo wanted to kill his brother and his family so that he could take his place. That's why Michael killed him.

yes fredo betrayed michael.fredo was passed over becaue he was learning disabled..
