Does the seller have the option of selling it at the highest bid even if it is below reserve price, or will he try to resell it again.

If you bid on an Ebay item and the auction ends, if you are the highest bidder (below the reserve) the seller has the option to give a 'Second Chance Offering' where the item would be available to you 'Buy it Now' for your bid. The seller also has the option to re-list it and not give anyone a second chance offer.

He will try to sell it again. Better yet, try asking the seller at the end of the auction if he is willing to sell it through "Buy it Now" option at a lower price. There is no harm in trying.

Some sellers will sell to the highest bidder and other sellers refuse to go below their reserve price. :)

most likely if he cared enough to put a reserve price he won't sell it for less he will probably relist it instead

yes, he has that option of selling it anyway or relisting it (either at the same or lower reserve.
