Your entire question is based upon an untrue assertion.
Men do not have monthly cycles. If any do, it is perceptual rather than systemic.

In a crude description, a woman's cycle is 'getting the uterus and womb ready' for conception and incubation and, when the 'magic' doesn't happen - cleaning out. Since men don't bear children and can, normally, produce sperm at any time, there is no 'cycle'. We do, however, get similar mood swings and, as some have hypothesized, a chemically triggered 'Male PMS'. Most active men will complain of having 'NPS', also known as No P*ssy Syndrome, that usually coincides with his mate's cycle - LOL!

Check out this article from msnbc and the article about male PMS. A man's hormones fluctuate just like a woman's. They suffer similar problems, but with out ovulation and menses. No one, male or female, has a perfectly balanced cycle...as it changes so do the emotional, mental, and physical aspects of the person.

Men do not have monthly cycles like women do.
Men have a monthly behavioral cycle (that is, it is conditioned rather then genetic or developmental). It goes like this:
Woman not in PMS phase - Man happy.
Woman in PMS phase - Man quiet, cautious and sometimes fearful.
