Don't know, never been to Sacramento. Toronto is a big city. Not a fan of big cities. But if your used to big cities, Canada is a really good place to live.
We're friendly up here. Better health care and you don't have to worry about the gov't monitoring your phone calls or your account(s) or what flippin' books your taking out of the library.
