How do I set up Outlook 2003 to send and received emails. What is the POP and html setting?

Depends on what e-mail system you are trying to synchronize with. Look at your e-mail provider's FAQ's section.

Ordinarly, though, it's just pop.DOMAIN.com and smtp.DOMAIN.com.

Depends on who is hosting your e-mail. Check with the company that hosts your e-mail. They will have a server list for both pop and smtp (not html). typically it's mail.domain.com, pop.domain.com or smtp.domain.com... etc. Yahoo and Hotmail don't support Outlook. You can't pop your e-mails through them.
