If you are talking about the minors in terms of ECHL, UHL, or SPHL, I will have to say somewhere in the range of $500,000 to $1,800,000. Once purchased, you are looking at annual operating expenses anywhere from $600,000 to $2,000,000 (depending on the market in your area...and I may be a bit conservative on those numbers). You really need to average at least 4,000 people a game and have some really good sponsors in your city to stay in business for an extended period of time. It's a rough task. That's why you see so many minor league teams move or fold every year. As far as the procedure for purchasing a team, get to know the current team owner (should be on any teams website) or apply for an expansion franchise.

It really depends on what you mean by minor league. Even an expansion Major Junior team costs a million for the franchise fees these days. AHL teams aren't for sale because they belong to NHL teams. In the ECHL it would really depend on the team's relationship with an NHL club.

With gladiator leagues like the NAHL you could purchase a team or expansion rights for a reasonable price I'm sure, those leagues just want to stay in business from one season to the next. With Junior B or Senior hockey you could probably "buy" a team by agreeing to take on their debts and operating expenses.

It's not a money making proposition. It's a toy for someone that has a million to lose every year. It's like buying a Maserati ... they depreciate quickly and are simply a toy for a 1%er. Believe me, I know!
