First, do you have neighbors? If so, ask them who supplies their water and power. Your supplier(s) would be the same.
If you don't have neighbors but your town is big enough to have a town or city government then they should be the one to call. If they don't handle your water then they would know who does. They also should know the name of the company that supplies power to your area. If they can only give you the name and nothing else then you can at least look up the company's number in the phone book.
