Open explorer and open a new window. Then maximize the second window. Once you do that, close all the windows you have open. From now on all windows and "new windows" should all be full size.

Open up Explorer and then a second window. Now move your cursor to the right bottom of the windo, just over the corner. You should see your cursor change into a double sided arrow. Click and drag until the window is full size. Now every second window you open will be full size.

To open a new window, press Ctrl + N, then make it the size you want, close it and open a new one again. It should work; if it doesn't work, press F11 when a new window is open. This function make the new window the size of the entire screen. First option should work, though.

Make the second window full size, then hold the CTRL or LEFT SHIFT key (I hold both as cant remeber which is which) and then click the 'X' to close the window, next time when i opens up, it should remember the window size.
