I know this sounds silly, but try it first - cola of any sort will eat through the rust. Baking soda may work also. If you are concerned about bleaching agents, I would try one of these ways first. Good luck!

Stains
To remove or minimize stains, use full strength Fantastik® All Purpose Cleaner, Formula 409,® Pine-Sol® or other mild household cleaner on the affected area, and allow it to draw out the stain. Blot with a clean, damp, non-abrasive cotton cloth, and then rinse with clean water. When a recommended cleaner changes its formulation, the change may be harmful to the laminate surface. Formica Corporation cannot be held responsible for these changes. Solvents such as denatured alcohol can also be used. Follow all directions and warnings on the solvent label because many are extremely flammable

A mild acid would work in removing the rust form your kitchen counter. Below is the list for various types of stains. Hope this would be helpful.

White vinegar, a weak acid, is about 5 percent acetic acid. It may remove hard water deposits from glass, rust stains from sinks, and tarnish from brass and copper.
Lemon juice, another weak acid, contains citric acid, which can be used in much the same way as vinegar.
Oxalic acid is effective as a rust remover.
Phosphoric acid is often found in cleaning products that remove hard water deposits.
Hydrochloric and sulfuric acids are sometimes used in diluted concentrations in toilet bowl cleaners.

Rust is removed with acid. Whink is a brand of hydroflouric acid that works wonders on rust stains. Right off the shelf at Ace Hardware. Use some caution, it is acid, after all!

Use a mixture of laundry powder bleach and water, make a paste and rub it in. You'll need to let it stand.

Also, similar to using a soft scrubbing cleanser.
