Does no one care about the Japanese copyright laws? Why can't they just be posted on a website with a basis in another country?

I believe it to be for copyright laws in the United States. I have many fan subs, such as the entire series of Rurouni Kenshin, but once it was distributed here by Sony, those fan subs were no longer available. Mainly, if there is a market that would not exist otherwise, there doesn't seem to be an issue, but once a large company creates that market and licenses their product, than one would be infringing on that product through non-sanctioned copies.

When a company in the US owns a copyright, it is required by law to protect that copyright, or it will lose it. Manga and anime companies will often send cease-and-desist orders to sites that distribute anime/manga. I think a lot of the fansub/scanlation groups don't want to deal with that, so they voluntarily take down their subs or scans when a show has been licensed in the US.

A lot of manga scans I've seen have been based in Japan, so they can most certainly be posted by another country. The problem with this is similar to the music downloads in the U.S. Face it. Manga is EXPENSIVE! With some series ranging up to 100s of books, you can spend thousands just trying to find out what happens. Scans are the alternative. Illegal, but free.
