That would be Bush. But I'm sure you have an agenda and could, I guess based on some kind of logic, show that Clinton is "more conservative" in certain areas... e.g. balanced budget, welfare reform.
I doubt many would consider Clinton conservative.
Update: After looking up some stuff, I would have to say its almost a toss-up. Bush is social conservative/fiscal liberal
Clinton did do quit a bit of business friendly stuff,
huge deficit reduction plan (that worked),
although he raised taxes, it was on the top 1.2% and he cut taxes for lower income people and for small business,
NAFTA (althogh started by Bush I)
Sent military to kick some but in a few places (mixed results)

Clinton tends to blow with the wind, so it's hard to pin him down on the spectrum. But if you want a good idea of his core beliefs, assuming he has any, take a look at the first two years of his term. This is when he had a Democratic Congress, and would thus have the easiest time doing what he wanted to do. What did he do then? Let's see...

What kind of question is that? Bush is not a perfect conservative leader by any stretch, but Clinton is not even on the list. Like asking which has more hair, a stone or a rabbit?

none, i believe bill Clinton after three years of being liberal went to the middle, and he is a centrist, and his last five years were successful. hey people George bush is not a true conservative . when the french were losing Vietnam they asked president Eisenhower for support he said hell no and would not place troops in Vietnam. that is a true conservative. same as teddy Roosevelt would not place troops in his presidency. and president Reagan would not have done Iraq. most of the true conservatives were disciples of Edmund Burke.

Clinton's actions and history would make him the most conservative.
Remember Clinton's Telecom giveaway. That made it possible for ATT and Northern Telecom to make Billions.
And NAFTA sure lined the pockets of big business.
GAT was a wonder to Chinese business it enabled them to duplicate American technology without paying patent royalties.
Clinton was the best Republican ever.
