In case you are confused by the Sharpie answers this is a very well known permanent marker in the US but has not taken off in the UK. Berol, Pentel, Papermate and Pilot markers are easily found but as these markers are usually spirit based (put cap back on straight away or they dry out) they may react with the rubber balloon. Water based markers on the other hand may not work or will rub off. You will have to experiment.

try the pens designed for writing on Cd's or a standard felt tip pen. but basically anything that will not react with the rubber (or whatever the balloon is made from)

A Sharpie Marker with a medium point tip. Fine Point might poke right through.

this permenant marker pens with chuncky, rounded nibs so they don't burst it. However, some might react with the balloon and pop it so test carefully!

either paint or permanent marker. You can buy loads of different colours, not just black.
