I AM SO REPORTING YOU.IF YOU ARE NOT A HACKER,WHY ASK IN THE FIRST PLACE?

FIRST: read each and single RFC document on here: http://www.rfc-editor.org/rfc-index2.html

when you have all read them, understood them and even in the best way implemented them e.g. tcp on your own operating system then you have made the first step.

p.s. you may skip the obsolete RFCs
