Usually they are available in the different travel magazines (the free ones at the stands), also if you plan to go more than once a pass is definately the way to go because it's only a few dollars more and you get a whole year as opposed to just the one day.

know someone in the navy and go to the naval base. or you could just get a year - pass if youre going there multiple times in the year. saves you a lot of money.
