Assuming Windows XP...
Click on the Start button
Select Run
Type in: compmgmt.msc
Click OK
The admin tools will open
(Icons are for wimps)

If you want to restart the Print Spooler and you are trying to get to Services via Admin Tools,
then go to Start>Run and in the box type services.msc
and click ok

Here are the shortcut locations for the admin tools:

Computer Management
compmgmt.msc /s
Data Sources (ODBC)

Event Viewer
eventvwr.msc /s
Local Security Policy
secpol.msc /s
Performance
perfmon.msc /s
Services
services.msc /s
These all should have: %SystemRoot%\system32\ at the begining of them (eg. Services would be "%SystemRoot%\system32\services.msc /s"). But, as you can see, Yahoo trims the extension from the line and changes it to elipisis to prevent someone from screwing with your computer.

Go to start, then control panel. Switch to "classic view". Poof@! There's your administrative tools icon.

On the taskbar right click to go to properties then go to the start menu-tab and choose customize.
Next in the "Advance" tab choose the "Display on the All Programs menu and the Start menu" under System Administrative Tools

right click the start button
select properties
click coustomize
click advanced
scrawl down to "system administration tools"
click 2 nd box
then click ok twice
it should then appear on you start menu
