Yes its safe but you need to put new tubes in each time you fit tyres. the inside of tubless tyres are not as 'smooth' as tube type and the friction from cornering, sidewall flex, etc. causes the tubes to wear over time. Usually no problems on rear tyres as they end to wear fairly fast but on fronts, with inexperienced riders (who dont use front brake properly) the tube can wear before the tyre so it should be changed after about 2 yrs/10,000 miles

-Sure it's safe.
-Never ride a street bike any length of distance with a plug in it. A plug is just to get your bike to a repair shop. The clock's ticking down to a blow-out.
-Plugs in cars and ATV's are OK. Bikes only have 2 wheels. You loose one and you'll be kissing the pavement.
-"ahdunno" is right. It's perfictly OK to put an inner tube in a wheel with a tubless tire. As long as there are no gashes.
-You can put a tubless tire on a wheel with spokes, that uses a tube. So it's no different the other way around. The wheel will get balanced at the shop.

Don't run a plug on a bike. Your life is much more expensive than a bike tire. If you can run tubeless, run tubeless.

Sure you can but, a tube probably costs more than the proper plug for the hole, and the plug is better.
