India does particpate in the world's major sporting events like Football and the Olympics but they do not qualify.
The main reason why they do not qualify is because there isn't enough money to give players the oppurtunities for proper training and development, so naturally they will not be world class players.
Also most Indian companies are not willing to sponsor teams because they get much more publicity by sponsoring cricket and advertising cricket players.
The other reason that world sports are not so popular is because the Indian culture promotes education and learning over sports.

It takes too long to get the smell out of the hotels afterwards.
