There is a saying that a bad peace is worse than any war. The Jews under Hitler prior to WWII probably would understand that concept. The Kurds and many Iraqis under Saddam would probably agree as well.
Very rarely (if ever) has there been a war where both sides just dropped their weapons to go home to live out their lives in peace. It takes a winner and a loser to force peace and once you have your peace, one of the most effectual means of preserving it is to be prepared for war.
The Strategic Air Command's motto when the Air Force realligned and dissolved the command was, "Peace was our Product." I think that says it all.

Peace does not only signify the state of affairs in a global sense. Not even only for a country. It is possible to view peace as a personal state of being when you are capable of watching a couple of (or even a school of) fish swimming in a fish bowl, an aquarium or even a river. I have been going to the beach regularly, as in once or twice a year, for all my life and enjoyed every single time I have been there. Not every moment of every time, but a day, an hour, or even a moment out of a camping trip of four days. The point is... a moment comes up every now and then through the good times or even the not-so-bad that Should remind us that nirvana might not be reached and attained for the rest of mine, that moment comes pretty close I imagine, yet happiness sets in and I am ready for the next "camping trip." Remember, camping trips are planned, organized, set upon, trouble-shooted, and even spoilt by the occasional grumbler or fuss-pot. Then a sunrise comes along and the whole or most or even just you watch it with the awe of a father watching his son take his first step successfully, with the former thinking, how was that possible after the darkness (ignorance) of last night (the past) was so...permanent?
Peace is seen in a plant's life, a calm river, a sleeping baby and even a blank television screen that is bound to flash a swinging tune every now and then. Some would find that peaceful and some would not. Peace is not permanent nor extinct. Find yours.

Intolerance of differences is the underlying cause of war. As nothing can exist without an opposite, peace, is the aspiration that humanity strives for. Globally-minded, peace is acceptance, tolerance. Global Peace can only occur when EVERY person accepts each others differences as being okay. However, internal and local peace are much different. On a personal and local level, peace is much easier to attain. It requires only those around you to accept differences of each other and you to accept differences with them. You of course have to accept the things within yourself that you don't necessarily appreciate to find inner peace.
So, in all, I would have to say that Peace means Tolerance.

Peace means absolutely nothing without war. Imagine a society in which violence is unheard-of. Would they ever stop and say to themselves, "Gee, I sure like living in peace?"
The term peace is strictly negative –Â it means only "absence of war." As Brecht pointed out, there is plenty of peace even in war itself; no one can fight all the time.

Peace is the fictitious absence of war. Never has war not existed, so perhaps peace to you can be whenever your country's not at war.

I wrote an essay about this...
peace should be natural and part of humanity, but after so much war we have become acustom to "thank" our governments for peace... We should not thank them, thats the way its suposed to be!
