How: It is the standard US practice, make a treaty of friendship and trade with the friendly natives, then steal it by declaring ownership using the courts and congress to pass laws that say it is the property of the US (kinda like possession is 9/10 of the law).
Why: Imperialism suported by Naval supremecy. The Navy build up was always the intention. Hence the Spanish American war occuring in the Phillipines. Native Americans are well aware of the similarities that occurred to Native Hawaiians.
