It appears they shopped a lot and drank a lot. Why the considered ban?

They just want to blame someone for their lose, and they know that wife's/girlfriends are easy target! I don't think the players are going to be very pleased with this decision. No one should tell them whether they can or cannot bring them along. If they have the money to spend then let them! People should be worried about other stuff rather than which of the soccer players wife's spends more money...
Just my thought.
