In certain areas, it can still get hotter. The sun warms the ground, and the radiational heating can heat the air into the evening.
Places like Phoenix stay hot all night. The ground and the flora absorb the diurnal heating, and continue to emit it through the night. The valley does not allow for heat to escape.

No, it feels hotter later in the day just because the sun has been out so long.

Im not sure what you mean but the humidity often rises after the sun sets, which makes it feel hotter.

I imagine it could briefly, something of a afterglow effect. If conditions are a sunny day then becoming overcast as the sun sets, trapping the heat in, again only briefly.

Actually, barring incoming weather fronts, the warmest time of day is around 5 PM local time.
Ummmm.....but that's not what you meant, is it.....?
