It might depend not just on the college but the accademic department and on the test. Most schools will accept a three as an elective credit but you need to look and see if the department will accept it as a major course. Also if it is a course you need for your major it might be a good idea to retake it just so you know the material well for later courses. As for specific colleges I know the University of Utah and every state school in Utah accept 3's as elective credit on most tests.

It depends. My school (fordham university) gave elective credit for 3's, which was basically useless to me as far as requirements were concerned. I got a 3 on the US History test, was granted elective credit in history and then took the Modern American History course in college...it was like taking the same course again, so I got a 4.0 in the class.
The same thing happened with Calc, I got elective credit in math but then had to take it again. So I did better than I did in HS.
I entered freshman yr with 7 course credits, 4 credits for bio and 3 for euro history b/c i got 4s on the corresponding tests (meaning my life science req was waived, of course I had to take it for my major so it transferred to elective and I didn't have to take the MANDATORY history class); and 12 elective credits from the 2 english AP tests, calc, and US history. I could have graduated a semester early if I had wanted to, and I always registered before the rest of my cohorts b/c I had more credits and was considered a soph when I was a freshman, a jr when i was a soph, etc.

It varies widely by college, and among subjects even within a college. Get your list of colleges you're interested in pared down to less than a dozen, and then check their admissions sites - they should tell you what scores they require for credit or placement. (Sometimes a 5 will get you credit for a class and placement into the next one, a 4 will place you into the higher class and you get credit for the lower one only if you do well in the higher one, and a 3 will place you into the higher class but you don't get credit at all for the lower one. As an example.)

Well, where are you? It sorta depends, but you can usually check on the school's web site. Some really elite schools won't accept most AP tests for starters, and the ones that do usually command 5's (M.I.T and Harvard).

Most community colleges. Also most universities except the elite. You would have to go on their website to check.
Many universities give credits for a 3.
Go to collegeboad.com's college finder they will give you a list of these colleges.
