in order to play in the world cup, you must qualify from a certain region. thats why not all 200 some teams are playing at the world cup. The break down is something like 4 from asian, 1 from oceania, 5 from africa, 4 from africa, 4? from north america, and the rest are from europe.
india lost in the asia qualifiers. they finished third in group 3 which japan won

its not that they cant play (it is the WORLD CUP) they are just not good enough to qualify!
