No, there will always be cruel sadistic people who enjoy hurting animals, unfortunately.

About the only thing you can do is establish harsh punishments. But I doubt even that would work. Most cruel sadistic people don't think they'll get caught.

well as long as there are people there will always be animal abusers but a majority of people treat their animals good , and for those who don't the laws are tougher now on them than they ever used to be
