Your Smart money is spend to get more RAM. If you want performance, that is the best place to start. MAXIMIZE for maximum performance.

Of course, if you are not using an Optical mouse, you are chasing that dirty little ball all over your mouse pad. Check out the awesome optical mouse deals at NewEgg. I just bought a bunch of different ones to try out. I found the cheap Roswill optical mouse to work just fine. But for high resolution graphics, you might want better.
Your USB port connects to many things. I think that a cheap MP3 player is better then an expensive iPod. iPods are great, but why cry when it is broken or stolen. Anybody that knows Windows Explorer can easily more tunes in and out of an MP3 player. RIP and COPY. CDs are what tunes are archived on, to keep your hard drive clear; but store these away and copy the tunes back into your MP3 player when you want to shuffle some tunes back into it.
There is nothing better than a great photo printer. My photographer buddies swear by Canon Printers and, of course, Canon Cameras. They have figured out out to make digital to look like FILM.
Of course, your Cell phone HAS to have an adaper to copy your contacts, backgroup images and such to and from your computer.
Software is always a great thing... games go without saying. But free games that are downloaded seem to have too many restrictions Some honest to goodness KICK BUTT games on CD or DVD are fantastic.
I spoke to a guy that tried the Magic I/O DVD Burner that is sold at STAPLES. He says that it works GREAT. I could be mistaken, but I think that he paid just $70.
OF course, you have work hard to keep your computer clean of viruses and SpyWare. Free downloads from www.download.com work great. I use SpyBot, Ad-aware and Zone Alarm.

Creative Labs makes good webcams. Instruction are usually included in the packages.
Good things to buy for computers are nice keyboards, opticle mouse, more memory (RAM), and a nice video card.

There is no best cam. They all do the same job. Go to the local computer store and ask for help.

go to Amazon.com and search for webcams you'll have to choose one for your self since we all have our different perspectives
