Microsoft Frontpage is probably the easiest and quickest way to create your own web page from scratch without spending a lot of time and energy to learn a new program. If you are familiar with Microsoft Word, you should have very few problems.

I use Dreamweaver MX now, but my first site was Frontpage and it only took me a couple of hours to get it up and running without any prior knowledge.

Of course, as others have pointed out, you also need a domain name and some one to host the website for you. Check out someone like Startlogic.com.

First of all, get to know what you want to present in your web site. This is totally the main step. Never skip it. The content comes first. Then based on the type of your web site's content ( Static or Dynamic ), you decide on your web site's architecture ( If a web programming language needed or just HTML will do ). Web site's interface ( Visual Design ), comes to play as the last step. The design itself is important and a good design is a result of good creativity. I myself lack a good creativity in design step, mostly because I'm not a graphist.
Good luck with your web site.

First and foremost: you need something to say. If you don't have something to say, something to show the world, then it's better to just shut up.

You will need to learn some HTML because that's the language in which webpages are written. http://www.w3schools.com/ has everything you need to know and more.

There are many sites out there that will help you convey what you want to say. Perhaps you need a blog, a picture gallery, and/or just a generic website with many sections. There are many readymade solutions.

If you have a Google account, then I can recommend you Google Pages because it has many designs with which you can start. http://pages.google.com/

Well, you need three things: domain name (what it would be called), hosting service (where it will reside) and content (what it actually is).
