a vb file is a program that was created in VB which is a programming language, since it is a program ( set of instructions and objects) and not music, it cannot be converted to mp3.

VB is a visual basic file. It is an application so no, it can't be converted to MP3 format.

vb is a source code file for a vb compiler to make a program (.exe) it isnt music, it is a program. mp3 format is audio only.

.vb files are most often Visual Basic scripts. These files are what you commonly hear about as attached to e-mails that propagate viruses. Be careful if you're not sure as to what you're dealing with.
