you need a dual wan router. meaning one router that will accept two links. Check out www.edimax.com, they have one.

Depends on your setup. You're probably going to have to use port mapping on the router. I don't see any other way with only one router. Using two routers would be much simpler, and the only solution if your router doesn't support port mapping.
If you're using a domain with active directory, you can set up group policies for different users/computers to hit different default gateways. You can also do it through DHCP (which may be simpler for you). You can hard-code one set of users to use one, and allow DHCP to force the others to use the second.
This isn't an easy fix.

A dual wan router is what you are looking for. They are a pretty penny as well. WatchGuard Firebox edge series has one in the line that can do what you are talking about

Look into a VPN router. It has the Dual WAN capabilites, load balancing, and you can choose which IP ranges you want to have access to certain resources. https://www.linksys.com Good Luck!
