There is one company that makes a game called "RPG maker" if you like Role Playing Games like Earthbound, Zelda, or any of those types. I have the orignal version for my PS1 but they make it for PC as well. Just search for them on the web. They even have helpers and examples to help you make your own game.
I like this game but it does take a lot of time to finish just one game. Not for your casual video gamer.

Click and Create and the Games Factory were fantastic tools for just that. They were out in the mid to late 90's and back then they cost about $30-$100 to purchase.
I believe they have since been discontinued but if you search hard enough you might be able to find a copy floating out there in some filesharing community or perhaps a cheap second hand buy on ebay.
Bear in mind these programs create very simple games. but they are fun to play with and even though the games you create are simple in some terms, you can still make a GREAT game if you just apply a little imagination.

A long time ago, I looked for sites that let you create games. I found a few, but I don't remember what the sites were. I know they are out there, you just have to find them. Sorry I can't be of much help.

Mm, I hope you know how to program. It will be limited amount if you find any of those programs online to assist you with that. They will limit you to the amount you can do just like a wizard program would with any office product. I would suggest getting a book on programing videos games (which is very difficult!). A good book I would think would be in the "Dummy" series, you know "How to Write/Program Video Games for Dummies". Good luck!

I've used GameMaker for a while. It's limited, but it's easy to learn and suprisingly powerful. The unregistered version is free to download and allows you to create and export fully functional games. Registering opens up extra features (like particle generators and color blending) and only costs $20 USD.

To get a scholarship for a sport layout college you should already understand a thanks to layout video games? i'd furnish you with the answer, yet once you're too lazy to look this up your self you'll under no circumstances make the game.
