I use the back end of a pencil to poke it through the right way. If it's thinner than a pencil, you could use a straightened wire coat hanger. You just make sure you catch the edge of the fabric with the pencil eraser as you slide it into the hole...it works every time and it's easier than trying to pin it first

Another way-- especially if you are adding stiffness or weight to the tube.....
take the fabric you are making the tube with- fold it with right sides together-- OVER the cord or filler that is twice the length you need. Use the zipper foot-- sew the length of the tubing with the cord or filler inside- and sew across the end of both the fabric and filler ( at the half way point)--- which leaves half the cord/filler outside and half plus a few inches inside to----- pull the cord/filler and it will turn-- the larger the cord or the smaller the tube will determine how hard it is to turn. i.e. if it's sewn tightly against the cord/filler-- the harder the turn. I hope that's clearer than mud.
If you are making like spagetti straps for something-- you might need a filler for support.

This is hard to explain, but here goes. . .
take a skinny scrap of material (longer than your tube, and skinnier). Lightly tack this onto one end of your tube (on the inside of the tube, and only through one layer of your tube).
Then, shove the skinny scrap through the tube until the end comes out the other end of your tube. Then pull that free end- it will start turning out. But- if you are using a lightweight fabric for your tube, you'll need a heavier, stiffer material for your scrap.

I use a hair bobby pin. You pinch the material at the end with the pin and then pass the pin trhough the tube (inside) taking with you one end of the tube, once you get tot he other end pull the inside out.
I hope you understand what I mean.
