I have an almost 4 month old daughter that used to do this. Some things that helped us was to always try to stick with the same "night routine". Like taking bath and getting ready for bed close to the same time every night. And having the nighttime bottle around the same time, etc ... We also make sure that the lights are either off or dim and the noise level in the house is minimal. Creating a dark and quiet environment has helped teach my daughter that it's time to go to bed. She now takes her bottle and easily drifts off to sleep through the night.

A pediatrician told me that children, including babies, have a "burst of energy" right before they're tired enough to sleep. Which is why babies cry, and why I've seen my own kids (now 7 and 9) and other kids (ages 11 and 13) go bananas about half an hour before bedtime. At his age, crying is probably the only way he can express his "burst of energy." Good luck, and I hope you get some rest!

It will be tough, but I think getting him on a set routine will definitely help. It may take a few days, a week even to get him in sync. But each evening, feed him at the same time, then give him his bath, then put him to bed. A simple routine like this is very important to children, soothing to them to be in a comfortable place doing the same things at the same times.

What have you tried? Most babies will fall asleep if you cuddle, rock, walk, or sing to them. Sitting in a darkened room may help, too. Create a warm, comfortable environment before bedtime.

Could be teething
Get out your lidocaine solution.
If not you could try exercises. My son loved to do bicycle rides on his back. I sang a song and moved his feat like he was riding a bicycle. It gave him some movement but also put him at ease.
May work for you.

A lot of babies fight sleep. You just have to figure out what works for him. My nephew needs a blanket over his face and rhythmic bouncing to fall asleep.
