The word "retard" (pronounced re-TARD) as a verb means to hold back, so a person who is mentally retarded has had their mental development held back for some reason, most often a genetic disorder of some sort. From there we get the pejorative noun of the same spelling, more commonly prounounced RE-tard.

I do beleive is an IQ score of 70 or below....not sure of the number, but there is a definition and it revolves around IQ.
