A system's engineer is someone who spend time designing computer systems. A computer opterator is just that, someone who operates the computer, be it a MainFrame system or a PC.

A computer operator knows how to type data onto a screen. They know one or two programs... enough to use them, but not enough to understand how they work. If something happens outside their limited skill, they're helpless. They have limited knowledge, limited skill, etc.
A true systems engineer has years of experience with multiple computers. Servers, workstations, etc. They know computers from the hardware to the operating system to the application programs "computer operators" use. They're the guys who design networks, build servers, install software, fix problems.... He's passed at least seven seperate exams by Microsoft certifying him as an expert (MCSE). Showing he both knows how things work in the field and how they are taught in the books.
When he sees something beyond his experience he's trained to resolve the problem intuitively.
It's like the difference between a candle and a searchlight... a children's book and a library... a tricycle and a semi...

A Systems Engineer is an engineer by edcation and possibly ABET certification (a real engineer). There are systems engineering degree programs though other types of engineers may have a job title of systems engineer.
A computer operator is just that, a very generic general job of someone who uses a computer.
