This sounds like a mix of hygene and fungus.

For fungus -
The only quick and effective way to get rid of it is through an over the counter treatment from the chemist. Even though it says 7 or 14 days treatment, you need to read the instructions as you need to use it for another couple of months (even when you can't see any peeling skin or similar). Bleach and vinegar etc will not make this go away.

Clean nails -
After a shower (when skin is soft), use an orange stick (or similar) to clean the sirt and built up dead skin cells from under then nail. This stuff stinks! You will be amazed out the difference once this is removed. be careful not to damage your skin, though because you don't want to break the skin and get an infection.

Eulactol Heel Balm -
This is definitely available in Australia and the UK. It is amazing and you will love it too to make your heels or elboxs soft. The only thing I ever found to work. It is a product that will soften his heels and not let dead skin build up. You can also buy special socks (really great) to go with them or just use some thick socks (so you don't get it on your bed sheets).

Footwear -
Make sure he uses good socks that are mostly made from natural fibres such as cotton and wool. Synthetic fibres smell from sweat and don't let the foot breathe.

Try to get natural fibre shoes like leather so your foot can breathe.

Also, try to let shoes have one day on and one day off so the moisture can evaporate.

I'm sure this isn't a complete remedy, but one thing that might help is take his shoes and wipe them out with one of those antibacterial wipes, or a wet rag & soap, or something like that. Clean them out really good inside. Then spray Lysol on the inside, let it dry. Or if you're concerned about the Lysol being hard on his skin, try using Clorox Anywhere Hard Surface Spray inside his shoes. I do this with my shoes, and it helps.

I think the only real answer is solving the foot problem. #1, keep the feet dry, encourage him to change socks during the day at least once. Get him to wear cotton socks, thick athletic socks with lots of terry cloth kind of stuff. His feet need to breathe. You could even try putting a grommet or two on the sides of his shoes, if you think you can, to allow them to breathe. #2, get some over the counter spray for his athlete's foot. Also get some foot powder. You need to spend a little money on this stuff and really attack it, or it will never go away. Vinegar and baking soda don't do anything.

not being rude...seriously my X used to do this. He'd soak his feet in bleach. Just pour a couple of cap fulls into a foot bath. He'd only did this about once every month or so when they'd get extra funky again. This along with foot powders & deodorizers in the shoes seemed to help. Oddly his shoes never smelled, just the feet.

Holy cow! I hear ya! I will be checking to see what people say as my husband's feet can wake the dead. He's also tried baking soda, foot powders, baby powder and even buying new shoes. Nothing has worked. I think he has killed some of the nerve endings in my nose...LOL....

Does he wear plastic shoes or shoes from Payless? If he does, that is a huge problem. Ask him to wear leather or cloth shoes. Also, have him wash his feet with warm water.

Try tucking a sprig of fresh lavender in his socks/shoes, after he scrubs clean. Otherwise, it sounds like only a podiatrist can help him.
