What period/time out of the year is rent cheapest? What else factors into the landlord lowering the rent? THANK YOU!

Rent in north Virginia is not least expensive. It might be less expensive than NY, but it's not the least expensive.

Rent will vary depending on your location. It is difficult to answer your question without more details. Typically, rent will be more expensive in a city than in a rural area. Rent is cheapest when the landlord is motivated. Possible motivations include lots of vacancies (beware, there's usually a reason), lots of newly available units due to renovation, or a slow season (nobody moves between Thanksgiving and Christmas). It's most expensive when the landlord has few vacancies, and lots of people are looking - mid to late summer, everyone wants to get moved in before school starts, so landlords don't need to give incentives.
