U2 made it up, I believe as a contraction of Zoo and Europa to express their discontent with the political and media zoo that has encompassed Western culture. This is just my opinion, a fan site somewhere might have an interview with a personal response from the band.

Zooropa is a comparison between Europa and a zoo. I think. U2 is the world's most inconsistent rock band. One good record, one sucky one, another one that isn't really good, but doesn't suck as bad as the last one, then a great one, then one that sucks worse than all the others and so on. Yeah, I think he's saying that Europe is like a zoo.
