A social agency is either worth its while, or not. If it is not, then the question to ask is whether the agency is inefficient, or whether the purpose for which the agency was created is unwise. Or, sometimes, both might be true: a social agency might be pursuing an unworthy cause in an inefficient way.

One replaces an inefficient agency if its effect on society, in the long run, is beneficial. I think that I'd better emphasize the words "in the long run."

Agencies that cause a temporary improvement somewhere might have a longterm negative effect on society in general. Agencies that do this are like heroin: you take some and feel good, but then you're addicted and build up a tolerance, so that in the long run you have to take a lot of it just to feel normal. It's better to avoid drugs like that. And it's better to avoid institutions with a similar effect on the nation.

However "efficient" they are, a social agency whose purpose puts a longterm burden on society is better scrapped and NOT replaced.

you replace a social agency by getting a job, not relying on them for anything, using family for the things you need, and paying your own bills; thats how you replace an agency.

A social agency is an cultural institution, such it is a cultural and intellectual heritage that serves continuation of some good custom in organizing society's. In such group of institution goes also
medical institutions, police, army, education ....
They serve only one purpose continuation of society with all proven good strategy's in its organization.
You can only replace one institution with better one, one that more fulfills its purpose in society. So that is my answer , if you can think an organization that can more fulfill the purpose then social agency then by social standards it will replace its place.

1. It evolves over time to focus on another goal;
2. It merges with another agency, say an advocacy group;
3. It is co-opted by a group with another purpose;
4. It partially incorporates goals, activities of another agency;
5. If it doesn't have an effective recruitment mechanism it simply goes away or dies out by itself (entropy)
