If you awnser a question with a question than not only do you hve that person's question to awnser but your still stuck with your original question. Unless The question gets you to start thinking harder about your original question than in which case you will be driven nuts to anwser the question

no, u answered it. by asking a question as an answer is answering it in a way he can understand you and the way you feel about it. For example,
Tony: Father, i dont understand the concept of God the benevolent and God the powerful. Is it that God is loving but not powerful to save the innocent or is powerful but not loving enough to save them
Father: Son, if you had a child who has an exam and you know the questions and answers to the exam, would you give him the question and answers to him without making him study or would you make sure he reads and understand it?
Tony: I would rather he understands so he doesnt depend on me so much, he will be needing those stuff after school life
Father: then you understand.
Even in cases like this
Cheerleader leader: girls, dont you know its not halloween yet? Ur hair is all messy
Mary-kate and ashley: then why are you acting like such a witch.
it technically goes against what the leader said. ie they are both acting like its halloween so no question there
OR
g: why have you got to be so mean?
l: why are you such a *****?
she is saying she is being mean because he is being such a *****, so he deserved it.
I hope I have convinced you and not confuse you that, answering a question by asking another is already answering the question

If your question gives the asker the opportunity to use some common sense and it answers the question asked, then no you do not need to elaborate any further.

Did you intend to answer the question with a question as the answer to the question or did you intend to answer the question with a question so as to avoid answering the question?

It is perfectly valid to answer a question with another question, like in real life.
The question is... will your question (the anwer) be answered so you can answer it back?
