That depends on you and your situation. How old are you, what is your field of employment? Do you know people in the market? Are you able to make a presentation?
Begin by writing the idea down on paper. Then sign it and mail it to yourself. This will time stamp your "ad idea" so no one can steal it without you proving you had the idea first..etc...it's a poor man's copyright trick.
Next, research. Call an ad company and ask them the same question. Call a few others. Learn from the pros in the know!

Most companies have inside designers but there is no harm in ringing a few to enquire if take submissions from a freelance designer.
If you do get interest then keep all information confidential until they have signed something at least stating they have interest in your idea. If you just send them your work then there is nothing to stop them stealing and using.
Send them a copy when do and be sure to put the original in a self addressed envelope and send by registered post 'TO YOURSELF'. When you get your original piece back in the post then DO NOT OPEN IT.
This is kept for future reference if any court hearing for infringement or intellectual property theft (your work)
There can be good money made in designing if all presented professionally with all advert/idea benefits pointed out, and of course determination to make your work earn for you.

Find out who the advertising agency is for major dog food companies. Nestle Purina, Iams etc.. - do some research and find out who their agencies are. Call the Account Director on the account and ask if you can come in and pitch the idea to them. OR, find out who the Sr Brand Manager on the dog food is, and pitch the idea to them. You'll need to have a Powerpoint presentation outlining your idea, and how it meets their business objectives, how it reaches to their target market(s) and addresses key business issues. They may be trying to sell more dog food to women, or to older dogs, whatever - you have to show them how your idea solves their business objectives.

Get this all down in black and white, be sussinct and have a proffesional presentation. Then when you are happy with it ( in presentation format) try contacting advertising companies or go to the manufacturers direct. Best wishes x

Try it on several dogs in your area first and if its any good then try selling it to an advertising agency
