I Dont Have That Program I Need That To Enable My Task Manager What Do I Do If I Dont Have That? Do I Download It? Is There Any Other Way To Enable Your Task Manager?

It sounds like you are not the admin are trying to get into something you shouldn't.

You should specify your operating system but based on your question you must have Windows XP home. Windows XP home does not have gpedit.msc and I know of no way of enabling it. If you are running as admin, you will have access to your task manager (unless something of a bad nature got on your system). If you are not running as admin, you will not have access to task manager (or any other admin function for that matter). The closest thing to gpedit.msc in Windows XP home is services.msc. This probably didn't help you but any other information that you can provide will be helpful, such as, did task manager work before and what did you do when it stopped working?

I think you're talking about the group policy editor snap-in for the microsoft management console (MMC). It's only available/useful for Windows 2000/2003 domains running Active Directory with group policy.
Go to start-- run-- then type MMC. This will bring up a blank MMC. Then go to File-- add/remove snap-in. Click "add", scroll down to the group policy items you want to include. save your console... poof! You're done. (You can also add this to any existing MMC if you wish, but not to Task Manager.)
This will allow you to edit group policy through the GUI, without having to do all the command line scripting, etc. But, if you're not a domain administrator, you don't have sufficient priveledges or you can't access the server, you won't be able to create/use the MMC.
