Depends alot on the politician.. but it could be...

- How much money you're willing to contribute to his/her campaign.
- how much lobbyists have access to them. What perks they'll give them.
- How good of a story you can tell to convince them of your position (that's probably pretty rare tho-- you change a position and you're labeled a flip-flopper. Nevermind that people can acutally change their opinion)
- If they are firm in their convictions, you may not have a chance at all (e.g. abortion, capital punishment, 2nd amendment, civil rights, etc.)

no bargining...
in order to get them to buckle, they must be blackmailed or bribbed
blackmailing would be cheaper
